I can see how it happens.
An installation situation I was in several years ago...one of the last that I got most of my money from.....put seven installers on the street six days a week. As time went on one of the installers became an assistant gofer & QC guy. The owner's wife became a full time secretary. And the checks from the HSP were just late and or lite.
So you end up using your capital to meet payroll. You and your business are the closest competition to the HSP covering the area. So they just let the subcontractor fail Then they can pick up a few of the techs...maybe not even pay all the money and start over.
This subcontractor was the last honest jobber I met. He eventually paid everyone and closed shop.
