IRS flags SS-8 submittals because many of the submitters have failed to file taxes in previous years.  Years ago I filed an SS-8 just to screw with a sleazy contractor and ended up getting audited.  Not a big audit but got a letter saying I did not file taxes in a previous year.  I had to send them copies of my tax return including a check the IRS cashed.  IRS said that was not enough proof but let me off the hook anyway.
