No You really need to look at both. MER is like analog C/N in the digital world. You can have a low MER and good BER's or you can have good MER and bad BER's. Bad MER and bad C/N on analog would show a bad active. Bad MER and good analog C/N would be at the headend or N/C reciever/setup depending on combining. Bad BER could be just about anything (loose set screw, water, bad cable, dirty center conductor etc etc) So to effectively measure digital you DO NEED to look at both readings.
