When I lived in Stockton Ca. in the early 90's San Juaquin County had a program where if you report a drunk driver and they were convicted you received $200. One of my neighbors reported another, the police came to the home and arrested them for DUI within 10 minutes of their getting home, he tried the "I didn't start drinking till I got home" bit, but the judge said their was no way he could have blown a .18 blood alcohol level in 10 minutes worth of drinking.
