sure, just know what channel it comes in on the forward and tune your level meter to that channel. there generally is a "broadcast" channel and several "narrow cast" channels.
the broadcast channel brings you the advertisement and available shows. the narrow cast is the actual content being delivered.
to check the upstream, i suggest a pocket oscilator (hopefully either 10 or 12 mhz). inject at the tv outlet and read your levels at the drop (or groundblock). if you have more loss than expected, you have an issue. probably a long center conductor, loose connector or incompatible house amp.
