i agree...you have an snr problem and seperating the freq wont do much.
plan A: mitigation filters on every non-upstream sub, preferably 5-40 mhz if you do not need an upstream signal from your digital video boxes, but 5/13 if you do. read upstream ingress at every end of line tap(usually lower value taps) and kill any ingress from these subs. re-balance the return on every active, to make sure you dont have an amp set up 10 db off or so.
plan B: pay for the studies
