I dont know if its still available but I remember working with an ADC node that was supposed to do frequency stacking. It could segment one of the ports off it to a say 50 to 100 mHz and then you would unstack it back at the hub or headend.
Also I would think that using some division multiplexing scheme would allow you to separate at least node A from B,C,and D to relieve some of the congestion.

Could you assign all the modems in node A to a particular upstream frequency at the CMTS? And so on for B,C, and D? Put Aand B at 28 mHz then C and D at 30 mHz
