HDD Consultants Jeff Thompson Vevay IN

Has anyone experienced a ''Non-Payment Issue'' with Jeff Thompson with HDD Consultants and Construction in Vevay, IN ? He has owed me $1,000.00 for a year and all I get is broken promises, lies and excuses but he needed my money when the IRS drained his bank account in November of 2008. The said part is he called himself a friend.
