Dec, Jan and Feb are the last FISCAL quarter for Com-Cast and most of the other big boy's. So they layoff, cut, fire, whatever and whoever they can to help make their end of year numbers. Then starting around the end of March to the beginning of April they cut the prices they will pay and on through the year they build the number of people back up because people need the work. Its the same thing every year at this time.
