This is the cycle where they get rid of all the contractors and hire all in-house construction personell, give it another 4 or 5 years and they'll layoff the const. dept. and hire contractors again. Concast has been doing this for years, that way no one can stay employed long enough to make a decent wage, and the shareholders get higher returns.
