if you are just trying to verify quality and have no reason to suspect an issue, then ber is pretty good. 1.0 e-9 means less than 1 error out of a billion. on a 256 bit qam, this takes about 21 seconds to test before you will see a result. 6mhz (6,000,000 mbps) * 8 (256 bit qam compression) = 48 mbps. 48 * 21  = 1 billion (approx). this is a 21 second delay then real time measurement.

if you want to do some trouble shooting, then try dsam's dqi....it detects the signal quality and assigns a value between 1 and 10, 10 being the best. its the best way to track an intermittent problem, imo.

mer is very subjective, as scott says. the newer the chipset in the meter, the better your measurement will be. some people think that a sda 5000 will only pull a 38 mer at best. older meters would probably be worse, but i've never used any other meters to do mer.
