Not to complicate things, but keep in mind how your meter is reading the QAM. Some meters are reading adaptive equalized QAM and some are not. If your meter is reading adaptive then you should see about 36MER at the tap, if you are reading non-adaptive then you will see about 33MER..
As far as BER if you are looking at 1e09 for example, that may be average BER. You are always better running a constant BER test that way you can see ANY errors, using the average test you may miss errors.
With VoIP any error will be noticeable to the customers, because it is best effort meaning NO FEC.
