Could be fun,

Demand he pay you for all work done under your number. His defense in court would have to be that he stole your number.

Or you could take it up a level to the prime contractor.

The SBCA thing was a crock any how...but somebody working under your number is a misrepresentation....what if your reputation was damaged bythe use of your number.

You are right in this one ...but it happens all the time.
