Something else came to mind. Have you ever sat down with them and shared the Gospel? I don't know the condition of their soul, whether they are saved or not, but sharing the Gospel has softened more than one hardened heart, and if you reflect a Christian attitude of love it may just open their eyes. They very well may be lost and this is a perfect chance to witness to them. Share your testimony and fellowship with them. I am sure the dog will come into play sooner than later, and you could politely suggest a resolve to the matter. I know it is easier said than done, but pray on it and ask for guidance and words to speak. Be bold about what you believe and sincere about your concern for their souls. They very well may tell you they don't want to hear it, but at least you planted the seed and if all else fails, you may have to call the animal control back out. They took care of the first dog, so I am sure since there is a prior situation there, they would have something to say about it.
