At the tap if I remember correctly ...your meter should read: 1.0E-9 .. and the same for your BER. Flucuation on initial start up is fine but should be the 1.0E-9 and steady after 2mins.
Again ...That is for Cox-LV at the tap. I'm sure the standard is the same in the other Cox systems.
