Cablemn86 dude, don't knock the answer just b/c you don't think it applies to anything. I answered a question that was asked, simple as that. And that question was somewhere above me and it was why do they require it etc and it's because it's so DTV can collect the info, not because of ppv. As for people having cell service and no land line and/or cable phones, then you're right, they won't allow the job to not go thru and the Contractor will still charge you the $5 per ird no hooked up. There is a 20% cushion to account for that though, even though it's not enough because more and more people are simply not getting phone service period.
And yes, the receivers do send out a test call as soon as it's powered on, and again within 3 weeks, and if they do not recieve either one, or even if they recieve the first one but not the one 3 weeks later, it's still considered a non responder and you will be charged.
It sucks, but nothing anyone can do about it unless EVERY SINGLE one of you stop working until they stop charging for it. But lets face it, if you stop, you will get fired and another guy will take your place because he has a family to feed as do you. So it's a never ending cycle of taking the bad with the good.
