not trying to be an ass but maybe someone had to role on this job and literally just get it in because someone else dropped the ball.
It definitely isn't correct but maybe the only option for time to get it put in and was never corrected.
I had a neighbor with one of these type of installs done in the pooring rain. The dishnetwork odu was tapconned to 2 cinder blocks and left in the middle of the yard with 40 feet of cable chillin up to the house.
