Not true the chargeback is $5 for every new IRD installed on a new install if the overall % is not above 18% for the month.  If the HSP/AFS/contractor is between 18% and 34% they are considered neutral and get no chargeback, if they are 35% or above they are in the bonus and get an incentive for every new IRD installed on a new install.  I am not sure what the exact bonus is but it is not nearly as much as the chargeback.
