Three important words to solve your problem: LEVELS, LEVELS, LEVELS
In order to assist you, we need you to pull levels at 3 points: The tap, Demark, and the wallplate. Also need the distances between each of those points.
What are the downstream levels?
What are the upstream levels?
What is the S/N ratio?
What readings are you getting for the MER/BER?
Are you getting packet loss? If so how bad?
How many splitters between the tap and the modem?
Provide that and we can get started.
