It's hard to get in touch with the right person. It's usually starts with the "FOM" of DirecTV, they are the person that deals with the DirecTV and the HSP. DirecTV puts pressure on the FOM to make sure the HSP stay in compliance. HSP deals with the DirecTV FOM to help relay information back to DirecTV Corporate.
It's hard to get information on the FOM of your market. The best way is by knowing someone inside the HSP network. But you might get lucky and call retail services or know some that does retail work to obtain that information.
All you can do is complain, but I'm sure the HSP will come up with some BS answer saying it's not their fault.
Their is another person that is directly over all the HSP's and I can't remember his name right now, but I met him at the DirecTV Expo a couple years ago. I'll do some research, shouldn't be to hard...
