The kids passing by won't affect it, the signal comes from the sky, not a car on the ground. Touching a dish will not shock anyone any more that touching an electic wire coated with rubber will.
I definitely would have dug a 5'6" hole, and poured in six bags of cement, as recommended by the dish company's instruction manual. Then I would wait for four hours until the concrete set, come back, and mounted the dish correctly. I would have spent $25 for the mud, two hours digging a proper hole, four hours waiting, then another hour or so doing the install. This would meet the correct standard for installation, and I could have made $10. I am all over that. Heck, where is that roof mount??.......
