Here is a clue...and I may be wrong,

The ground block and the grounded splitter frame are mechanically identical. Some splitters even have surge arrestor features. But ground blocks have a UL test number and are certified to perform as ground blocks. They charge money for this. Splitters are not tested as grounding equipment...even though they are fine for the purpose.

In every case there is a savings of cable, fittings, time and the cost of a ground block. It eliminates possible tech errors with the gear that is not used.

So the splitters and multiswitch frames get approved for both the ground role and mechanica; function.
