cops have a lot of leeway when deciding to take someone to jail. But you are right. It was some one else's idea. Still they weren't harmed physically and he beat the guy. The punishment may not have fit the crime. Would I have wanted to beat him? Yes. Would have I? Don't know. If I did I would have said what I posted. lol
