another system that needs complete and total overhaul...scrap the entire system and start over.
this system was designed to help the CHILDREN of people who could not or would not take care of their kids. this system was the only hope for the KIDS of parent/s who had no business having children in the first place.
as we have all seen, this system has been allowed to grow to something unrecognizable. a system of enablement for people who have no interest in being a productive part of society and who pass this sentiment along to their children.
the simplest answer to this problem is BIRTH CONTROL. if the government pays for a mother to have birth, that mother is put on birth control until she is no longer supported by the government. obviously a pill would not work for this situation. a shot that lasts a year...maybe 2...that must be renewed several months before its effectiveness wears off or the "help" stops coming...
government help must stop being treated as something that can be passed on like an inheritance.
the only problem with this: many of the religious right absolutely abhor birth CONTROL. several states do have birth control policies for women who's children (and themselves) are being supported by government money, but these states are considered to be a little liberal and these policies will not be adopted by states who's policies are directed by the religious right.
next...fathers of children on welfare. some are just deadbeat dads and the laws have improved for these. fathers in prison could be required to do a certain amount of work to earn a "government credit" that could be used to offset the welfare payments for their children. fathers who continue to not pay their child support obligation in some way could be considered "repeat offenders" and be given vasectomies.
i think history and present observation has proven that these government "child support" payments that last for the life of the child, and their children and their children is almost completely flawed and must be completely redesigned.
the idea of helping the children who are in a bad situation with bad parents is a noble one. the idea of supporting generations of people is absurd.
