Technically we don't. Clinton, the Hillary, was one of many liberals to kill the idea that English, although the most practical idea, wasn't going to be voted the official U.S. language. So with 96 percent of people that speak English here, and that would be the 'why', why not? Anyone driving or working with the public should be required to speak English. If they don't they are discriminating against English speaking people in the U.S..
