Also, check your levels.   to much signal can cause alot of small horizotal  line.  Not really knowing what you are seeing.  Its kind of hard to say.  If large horizontal line slowly scrolling up, everybody here is right. check voltage.  Since you said voltage is between 19-24 volts DC.  I would check the one with the 19 volts.
