I once arrived at a 4 PM install and a grandmother had five or six kids quiet around a table doing school work.
I felt guilty about connecting the Directv to distract these kids.
ALSO
In most states (this is MD) there is a law to PUNISHES teachers and other professionals for NOT reporting SUSPECTED abuse and neglect.
If you feel strongly enough to write a letter and signing it do it. Report the setting you saw to the local social services agency and let them do an investigation. While you cannot raise other people's kids you could end up paying to bury them or keep them locked up for avoidable future situations.
