Anytime you go somewhere and you feel that conditions are bad it is OK to call on them if you ask me. Hell I have even called animal control on people for having their dogs all tangled up in Theri chain and not able to get to their water so you better believe I'll call if the kids are in harms way. I have always felt that if I don't do it then who the hell will?
