You can call DHR I believe.  It should be something you do about a week after you do the install.  Thats about it I believe.  If the kids are in that bad of a situation it will probably be best.  I done it once to a pack rat who had her kids sleeping on the bare floor, no showers available and trails going everywhere.  There was mice and roaches everywhere.  They had shit stacked to the ceilings.  It was truly a bad deal.
