Yeah I saw this at target for $99. Does it have an analog tuner? This would be good for trouble shooting broken tvs. ie showing the customer that the problem is not with the system.
Dish movers are the worst, half the time they don't even bring the receivers. And when you ask them they say "the person on the phone didn't tell me that." 
Duh what did they think you were going to hook up?
