He seemed to be implying that AT&T laid off workers while using contractors to perform the work of the laid off employees.  Also, the the "temps" as you call them, are referred to as term employees.  They are in the union.  They just work for 2-3 year term with the possibility of permanent hire.  They pay dues and are covered in the contract.  They are FAR from SCABS.
