Yes, but by the time the 4 Billion trickles down to the contractors that actually make the physical part of that project a hard reality, they may see 200 million spread out across all of the contractors in America which may end up as 2 weeks payroll, and we all know that expansion of broadband ain't gonna happen in 2 weeks. Just another under funded, and overly sliced up pie of a pipe dream.
