well you have point and bye the mear numbers are not the problem those 40 will go to the hosp. and get treatment and never pay dime .
by doing that the # goes up so if you put that into the equation and I'm no math guy it will come down as its like eatting ice cream after a while you eat something else .its bigger then you or I can phathom . but listening to medical people it needs to be done
