I think this is Flint getting creative with the ways that they can shake down possible crooks or check people for warrants and things like that. I don't think it really has anything to do with being indecent. It's an easy excuse to stop someone who is just walking down the street and question them. It would be interesting to seem some stats on what kinds of arrest are coming from being able to check someone out just for wearing their pants low.
