not only was a "criminally insane killer" allowed to go to the state fair on a "field trip", but they waited 2 hours to notify the police he was missing from the group.  All the "mental patients" were wearing plain clothes AND the fair administrators were not informed of the "field trip".  WTF?  And people wonder why I question authority.
