Your company policy is part of the problem. I once attended a presentation by a retiring State Police commander. He mentioned that, even after extensive preliminary background checks, it was rare that they found an applicant for the State Police that had not committed some act that technically could be prosecuted as a felony. The fact that the applicant had not been caught or convicted allowed them to proceed with police training.

The problem is that employers have to protect their customers and employees from the acts of anyone they hire.
The jails are full of people the cops have caught. Record keepers are better than ever. So how long does someone with a record have to be punished?

These guys have to have jobs to remain on probation. They have the same needs and bills to pay as everyone else.
When to they get to rejoin society?
