There is a charge for it, conspiracy. Technically these two idiots conspired to commit tax fraud by knowingly completeing a return with info they knew to be false ( you know the don't say 96000 say 9600 comment ). They obstructed justice by not informing police that someone was plotting a crime ie prostitution, immigration fraud, child abuse, tax evasion. And I am sure the programs they were trying to use to get them a home had a perjury clause on the bottom of it and the false return violates that too. And these are just the easy charges.
