I have done some phone work,
Static on the line is out in the system and often cannot be found or fixed anywhere near a residence. Sometimes I suspect the line supplier or LD company knows what it will take to fix the noise, how much it will cost and decides to defer maintenance.They could but won't fix it.
If the noise goes away when things dry out and returns after rain...you know.
