This is a very common problem in many areas. You have that dish dithered so perfectly that your 101 signal is actually too high. Yes the signal on the 101 is so strong that it is drowning out the 103. Another example of fine directv electronic engineering. As Bruce said above you need to add resistance to the line either in the manner he suggests or get your self an attenuator (spelling ?) it is basically a coaxial resister which will dramatically reduce the signal from the 101 and allow that piece of junk receiver to accurately read the 103. I used to struggle with exactly the problem you are having in  Iowa, Minnesota & N. Dakota. Since I started using the above method no more issues. Ty it - you like it!
