That's probably because High Country didn't require it. As I said, it was during the Charter upgrade, in 2001-2002. Alcoa was the project management on it, so I don't know if that was their spec or Charter's. All I knowl is it was ridiculous. I tested the water, just to see if they were really that anal, and put 2 wires on one, and sure enough it got gigged.
