seriously is it necessary to demean people for posting here? The guy was just looking for some info.
But for that matter how is it going to start a fire? 
it wont hurt anything with a STB, the power just ain't going to go through AV, Hdmi, com, or coax jumpers, to the tv.
Old school cable maybe, I don't know much about cable.
It is meant to protect the equipment from costly repairs and replacements, and to provide the customer with more reliable systems.
The bottom line is this, if the engineers that design this stuff believe it is important than it probably is, and for that matter Dish, direct , cable they pay the bill
if that is how they want it thats how it needs to be done (if possible.)
I live in the city and a lott of the apart. cant be grounded, and I have seen about a thousand systems that wernt, and were working fine.
 But static kills electronics and that is all there is too it.
