Bugnuts

Ok, I'am overtrashing fiber, there's 4 bugnuts on each side of the pole already. There is 2" between each bugnut and 2 wires on each. On the input side of a no cut pole, where do you put your bugnut? With out cleaning up everybody else's shit. I asked the PM, he said only 2 wires on each, thats the rule.
