For the same reason we have a Deptartment of Education. So they can hire tens of thousands of bureaucrat drones to collect money from the states in the federal income taxes and then write checks to send education funding back to the states who have another set of drones set up to issue it to the schools who actually need it.
Politicians power comes from our money they spend. Give contracts to those who support you. That is why the saying follow the money is so true if you want to see the real goal of any gov't program.
