You should read more of the posts here, you're picking the wrong time to try to get back into the business. But if you're determined to make it work, try to work for an MSO, the phone company in your area or municipalities doing street light circuits. You're less likely to be screwed by an operator than by a contractor. As for the question about how to judge the integrity of a potential employer, check the BBB, on sites such as this one, talk to his people if you can or go with your instincts, if it doesn't seem quite right it probably isn't.
