To answer your last question, does anyone train anymore, that answer would be no, everyone is after the few bucks they can get. If it was a DirecTV you got, then your problem is the tech probably had 6-7 jobs that day, they have to do that amount to make a living, which leaves t hem hardly any time to do a quality install. If it was Dish network, then you probably got a sub contractor, which may have been over booked.
But either way, your right, he should come dressed for the job, even if in blue jeans and a proper t-shirt, or work shirt. I know dish does not require khakies, but they do require a company logo t-shirt for their subs, and DTV requires a DTV Authorized collard shirt, and khakie or blue pants, no jeans.
Best thing to do is call who ever your provider is, dtv or dish, tell them about the installer not doing a site survey with you prior to install, and have them come out and put it on the pole at no charge, and repair your roof, set up a damage claim if you have to.
