Actually the proposal was to force the insurance companies to cover treatment for service related injuries if the Vet had private insurance, and that would defray the $540 mill annual cost to the government. Not to force the Vet to get private insurance or deny treatment. Dropping that plan was actually more of a service to the insurance companies than Vets.
