absolutly true, a streamer comes down from the clouds and one goes up from the ground side. When they connect, down comes the strike. The ground on the dish and cable is to drain the static off that creates the ground streamer. It doesn't eliminate the chance completely, and it wont do much to take a strike to ground, but it is preventative and effective most of the time if done right.
