Yes, that would be a portion of it. There are measures in it that would make someone a criminal for something as simple as mounting a scope or attaching a sling. Also as a federal license requirement the batfe can enter your home and/or biz at any time for inspection of and compliances... You change out your sights with tritium night sights,add a red-dot, or dis-assemble a piece for cleaning without documentation you are a criminal... HR 45 is out there as well.
