Yes you would have to lobby in all states.  I do not profess to be an expert in lobbying however when it comes to labor issues I would imagine you would seek out partnerships with unions or other pro labor organizations, groups, and individuals to help your lobbying effort.  After all some law could be enacted to benefit workers in other piece rate occupations outside of cable.  I imagine funding is going to be limited to membership dues and anything the association can think up to monetize.  I do have some additional thoughts on that but this thread really is not a serious discussion on the matter.

Regarding how you would maintain membership, etc.  I would envision founding like minded people discussing such things to determine some kind of starting association policy which hopefully would find broader appeal or be amendable to change if necessary.
