Rain, in itself is not dangerous. Obviously, if you see lightning, stay off the bloody poles! With the exception of that, there are no real safety issues. Case in point. Work up in the Northwest, OR, WA, etc. I can tell you now, that if you can't splice in the rain, you simply won't be working. Set up a work umbrella, or cover your gear with a tarp. An old boss of mine used to say, "There is NO inclimate weather for splicing" Enough said.
If you want a nice safe job, splicing simply isnt for you. The fact that you work on poles and with low voltage should be enough to tell you that much. If you dont feel the risks involved in the work are worth the effort, find yourself a nice cubicle job, easy enough.
